Move one oven rack to the top quarter of the oven. Move another oven rack to the bottom of the oven. Preheat oven to 250 degrees F. Pat wings dry with paper towels.
In a gallon-sized baggy, add wings, baking powder, and salt. Shake the bag to fully coat the wings. Set aside.
Line a large rimmed baking sheet with foil. If you have metal cooling racks, also place those on the baking sheet. Spray with oil.
Take coated wings out of baggy and lay flat on the baking sheet/ metal rack. Touching is okay because they'll shrink down.
Bake on the lower rack at 250-degrees F for 30 minutes.
After 30 minutes, raise oven temperature to 425-degrees F. Place wings on the higher rack and cook for an additional 40-50 minutes, until cooked through.
While wings are cooking, prepare the sauce. In a large saucepan, melt butter over medium heat.
When butter is melted, add hot sauce, ½ cup 7UP, honey, cilantro, lime zest, lime juice, and garlic powder. Stir to combine.
Bring mixture to a boil then reduce to a simmer. Allow to simmer for about 15 minutes.
In a small bowl, whisk together 2 tablespoons 7UP and 1 tablespoon cornstarch until smooth. Stir into sauce mixture until smooth.
When wings and sauce are both done cooking, place baked chicken wings in a large bowl. Pour sauce over wings. Stir or toss to coat wings
